AS IT IS UNFOUNDED AND NOT NECESSARY AT THIS TIME.
TO START WITH "ALL" GROUPERS ARE ALREADY CLOSED FOUR MONTHS OUT OF THE YEAR.
THIS IMPLEMENTATION HAS NOT BEEN IN EFFECT LONG ENOUGH FOR YOUR DATA SYSTEM TO RE-ANALIZE ANY STOCK ACCESSMENTS...NOR HAVE ANY BEEN PREFORMED SINCE 2008.
THE MAGNUSON REQUIRING A REBUILDING PLAN W/I TWO YRS SHOULD NOT APPLY BEING THIS FOUR MONTH CLOSURE HAS NOT BEEN CONSIDERED...
OR IT SHOULD BE CONSIDERED AS "THE REBUILDING PLAN IN PROGRESS"...
WAKE UP AMERICIA...
QUIT WASTING THE TAX PAYERS MONEY WITH THESE UNNECESSARY GOVERNMENT MANAGEMENT POSITIONS AND CONSTANT AMENDMENTS!!!
IF YOU WANT TO SPEND SOME OF THAT IMPORT SEAFOOD TAX MONEY WHY NOT FORMULATE A PROGRAM THAT WOULD COMPENSATE ALL THESE COMMERCIAL FISHERMEN FOR THEIR LOSSES DURING ALL YOUR CLOSURES...
TRIP LIMITS ON ALL SPECIES INSTEAD OF QUOTAS AND CLOSURES...NATURALLY WOULD BE THE MOST COMMON SENSE APPROACH TO ALL MANAGEMENT EFFORTS...(TALKING ABOUT GREEN!)
* MANAGING THE STOCKS
* ELIMINATING DISCARDS
* NO CLOSURES & NO LOSSES FOR THE FISHERMEN
AND MOST LIKELY COULD CUT SOME GOVERNMENT JOBS IN THE PROCESS...(YES VERY GREEN INDEED!)
