this system is a fruad to the people of the usa who own every one of those fish. those fish are not the property of just the greedy commercial fish profiteers and you should be managing for the welfare of all of us in america, not just for profiteers. they are stealing the fish and decimating entire stocks and noaa is their pimp.we need to have halibut. i do not believe these regs help the national ownersof all these fish.i believe these regs listed here are insider pal regulations that are decimating the fish with too many fake "owners". this is just more raping oif the seas and starving marine mammals who also need to eat fish to stay alive. they are all dying because noaa allows raping of the seas by fake "owners" mythical "ownership" is going on,
