Alternative 2 would be most appropriate, especially after a year when party and charter boats in NY/NJ Bight struggled to find bluefish during the summer for the first time in decades. In addition, there were none of the occasional bluefish blitzes in the N.J. surf that have been experienced every year for some time. Transferring recreational quota, rather than conserving it, can hardly be justified under the circumstances. The Bluefish Management Plan was developed to ensure the protection of a 90% recreational fishery, but the Council has been moving away from that committment with transfers -- and now doesn't seem to recognize the negative signs from the 2011 season.
