The proposal to change the way fillets are counted does not make any sense at all. The conversion factors proposed are the same ones as are used for the typical product forms landed. How can you possibly think a flounder fillet of a few ounces comes from a fish with the same live weight? That is what a conversion factor of one means; that clearly makes no sense at all. You are creating a huge loophole that will further deteriorate catch accountability and make assessments even worse thatn they are. At least the current 3:1 does not encoruage cheating. If you are going to make a change, back it up with data.
