if this agency is so great and accurate how would the stocks get "overfished" as they arein the first place under your stewardship? obviouslyt you are admitting you are incompetent and inept. so that you cannot "watch" over this agencys work. why is this agency so inaccurate and stupid? you propose an ea when you should be proposing an eis because it is more accurate and this agency certainly is lacking accuracy based on above statement. why are documents only available "upon request" when it is just as easy to keep documents on the web where a link makes them instantly available to most people. why would you hide them away so no public can see them and you have to "request" them. president obama told this agency 3 years ago to become transparent and you still hid docs in your sleeves and socks. the measures you say will prevent overfishing have not worked in the last 50 years with species after species vanishing from earth. this agency needs to be shut down and replaced with one that can do the job and prevent overfishing. those fish belong to all the people in this country and not to this agency and not to the commercial fish profiteers. the budget for this agency should be set at zero because of its ineptness. this document does not meet the requirements of the plan writing law and needs to be redrafted. there should be no at home fish allowed at any timne. all fish need to be counted to quota. those fish belogn to 300 million americans. you are cheating them
