I am new to the industry and just acquired a Gulf Reef Permit this year. I am worried about meeting the income qualification requirement and have turned down other income opportunities that would have helped me support my family. Thus, I would certainly like to see the requirement eliminated. The IFQ system controls the amount of catch, and since there are no new permits being issued I don't think this requirement enhances management of the industry. With respect to the crew size, safety should be paramount. Departure notifications, VMS, and landings are sufficient tools to deconflict charter operations vs. fishing/diving.
