I OPPOSE THIS CHANGE AND DO NOT BELIEVE IT HELPS THE GENERAL AMERICAN PUBLIC AT ALL. THIS IS ALL ABOUT COMMRCIAL FISH PROFITEERING INCREASE.I DO NOT SUPPORT INCREASED FISHING OR TAKE OR CATCH. I ALSO THINK IT WILL BE HARDER FOR ANY ENFORCEMENT TO TAKE PLACE WITH THIS CHAOTIC SCHEME SOLELY FOR THE BENEFIT OF COMMERCIAL FISH PROFITEERS.
