I agree that there are substantial differences between segments of the HMS fishery in the Caribbean. Limited permits and dealer permits, limited profit margins show that this is a small scale fishery and should be treated differently. I agree with alternative 3 (preferred). allowing the commercial fisher access to a harvest permit inclusive of a dealer permit.through the same standard application process to better correspond with the traditional operation of the small fishing fleet found in the US Caribbean EEZ. I commend all involved for the hard work involved in the development of these amendments.
