The Northern Islands should be a sanctuary for the indigenous people of the CNMI. People of NORTHERN MARIANAS DECENT (NMD).
Before Europeans, Americans & Japanese entered the Marianas the indigenous people, fished, farmed, live, loved and laughed in the Northern Islands. It is already difficult to get there and this prohibition enough to let the fish populations flourish.
NMD's are not responsible for the decline of the fish populations, it is the greedy foreign commercial fisheries that are threatening the CNMI fisheries.
It would be a grave injustice and totally un-American should the United States decide to stop, limit or make it difficult for indigenous people to travel and fish in the Northern Islands.
The monument area should be JOINTLY managed so that our indigenous fishing rights are protected and that any person of Northern Mariana's Decent should be allowed to fish in the Monument area.
