Implementation of the Shark Conservation Act

As a sport diver for over 45 years, I have sadly watched the decline of the ocean's apex predator, the shark. And now, just when we are making progress in stopping the brutal practice of "shark finning," we are considering relaxing the regulations already in place? How can we consider that when we should be increasing laws/regulations. Progress has been made, and it must continue if we are to save the oceans. Humans need the oceans, and oceans need sharks!
