Having worked with sea turtle conservation with Carole Allen and HEART for many years with the Head start program at NOAA Galveston and seeing those baby turtles raised and released were coming back to Texas beaches to nest, and all along the Gulf Coast. Finally seeing them laying their eggs again where they were meant to be. That the head start program has worked we did make it happen and turtles were surviving. This outrageous loop hole in the law will destroy these hard won efforts. Isn't the by-catch bad enough with the destruction of so many other animals just to get shrimp. How high a price has to be paid just so shrimpers don't have to obey the Endangered Species Act. How can this over turn a federal mandated law and why are we allowing it to happen. These ancient animals have survived for millions of years it is not up to the human race to see to their extinction when something so simple as a TED can make a huge difference. Please do not do this, use the TED and save the sea turtles.
