THIS RULE MUST AND SHOULD AFFECT COMMERCIAL FISH PROFITEERS WHO FISH VIA LONGLINE OR GILLNET TOO. ICCAT RULES ARE TOO LAX AND NEGLIGENT IN PROTECTION OF SPECIES. MAGNUSON STEVENS WAS PASSED 20 YEARS AGO AND NOAA STILL DOESNT IMPLEMENT IT. TALK ABOUT LAX MGT - THATS NOAA. MEANWHILE COMMECIAL FISH PROFITEERS ARE RAPING THE OCEAN, KILLING ALL SPECIES, OVERFISHING. THOSE FISH BELONG TO ALL AMERICAN CITIZENS. COMMERCIAL FISH PROFITEERS NEED TO BE REINED IN BY NOAA. NOAA FIGURES ON SHARK DEATHS ARE SO ANTIQUATED, OBSOLETE AND INACCURATE THEY CANNOT BE BELIEVED. NOAA SPECIALIZES IN LIES AND OBFUSCATION. NOAA NEEDS TO WORK SO THERE ARE FISH LEFT IN THE OCEAN FOR OUR CHILDREN. INSTEAD NOAA WORKS ONLY FOR OVERFISHERS.
