I as full time BF has learned the process of how ACLs work and actually was a part of setting the ACL for the 2012 BF season.I do agree with taking these management measures mandated by congress but there are still alot of missing data.the ACL that we set for hawaiis BF fishery will never be accurate for the BFRAs are not included in the stock assessmet that sets the ACL.these BFRAs take up 20% of prime BF habitat.these fish that are in these areas are a part of the same stock an yet are not accounted for.for this management measure is that is not needed in the MHI BF fishery now that we have ACLs set for our fishery.the scientific data from these BFRAs are incomplete an causes more distrust among the BF community.I believe as a full time BF we don't need BFRAs.the ACL is a management tool that will insure fish stocks for the future generations to come.Mahalo.
