In describing the "Proposed Action," portions of the last sentence of the middle column on page 78 FR 24710 appear inaccurate and misleading. In distinguishing the QS "eligible to be fished by a hired master" and "not eligible to be fished by a hired master", the last sentence includes "...(1) Catagory A QS, 2) CDQ QS,..." within the list of QS NOT ELIGIBLE to be fished by a hired master. On the contrary, Catagory A QS and CDQ QS ARE eligible to be fished by a hired master and should be included in that catagory. In addition, as discussed earlier on page 24710, each is excluded from this action. On a typographical note...the list of "not eligible" QS also appears to be misnumbered...with two number 2s.
