With higher fuel prices, etc anglers/boat owners have to " make the most " of a trip out into the Gulf. This encompasses cathing a variety of fish - not just two red snapper (primary reef fish targeted ) per person and then come back after the red snapper season closes to catch just two gray trigger fish . These seasons along with grouper need to run concurrent. Also a lot of gray triggerfish are caught as incidentals while snapper fishing some of which will not survive being released. Being able to keep these would be a very positive conservation measure. Under your proposal I predict the gray triggerfish quota / allocation will never be reached as no one can justify the economics of the later season.
