I belong to a open access - small co-op of blackcod fishermen and it seems that every year NOAA fisheries has been reducing out quota amounts and giving it to those south of 36 degrees (California fishermen and limited entry fishermen). Your proposal for 2013-14 gives those groups of fishermen more limits and reduces the open access fishermen by half. It seems that you are just trying to elminate open access licensed fishermen and you give limited entry salmon, crabers and blackcoders the right to also fish open access limits thereby reducing those who only have open access licenses. Whatever happened to the 2007 proposal of giving the open access licensed fishermen who have been fishing over a continuous period of consecutive years of license to change to limitied entry? Please reconsider the new proposal for open access limits and also change the open access policy to limited entry so that everyone on the same fishing regulations.
