I am one of very few fisherman fishing block number 950 out of San Diego. We see a lot of fish here and with the proposed cut you are taking 95% of my income. There has been no warning and we have invested money in a new hauling system and gear. It seems you are pushing fisherman into a Black Cod quota which will lead to that quota being caught at a faster pace then it has in the past. What will be next? Why is the first choice of action to cut a quota from 10000 to 475 with out any notice when the fish counts are no more the 10% off from where you would like them? Why not try cutting the quota by 25% and monitor it, if it is still low the next year drop it a little more.
