I would have to agree with this rule because there are a lot of people in this area who live off the salmon. They need to have the stock replensihed as much as possible throughout the year. I would suggest using more of the fish hatcheries because of allowing mother nature to replenish herself, otherwise there won't be enough salmon to keep up the population that is needed to feed.
