Endangered and Threatened Species; Designation of Critical Habitat: Lower Columbia River Coho Salmon and Puget Sound Steelhead

The proposed critical habitat listing for Puget Sound steelhead excludes nearshore areas from designation because there are "no areas that meet the definition of critical habitat in the statute." Nevertheless, the proposed designation includes nearshore and offshore areas among the primary constituent elements of critical habitat for the species. These factors seem to be in conflict with each other.
