leaving the shallow water open in the area of the florida panhandle and alabama is just leaving open an avenue to cheat. in our area, the fish are found and will be caught in 200 pluss feet of water and carried to shore. no way to enforce it and laws should not be made that cant be enforced. i watched snapper caught offshore in federal waters being taken to florida when they remained open.
