I thing that a GC should be open for the guys in the NE that want it. The BFT guys want to take swordfish as bycatch. But I also think that it should not be allowed in swordfish management area. A management area is just that.... A GC would increase fishing pressure in the management area. Don't increase pressure in an area that is known as a vital, important, delicate, area. We have seen the results of overfishing the area. Not good. The guys in the NE want it and the guys down south don't. So have the permit in all areas except for the swordfish management area. That is very reasonable for both parties.
