This permit is pure nonsense. This January I just spent a significant amount of money to obtain a swordfish directed permit, but not its going to be a general category fish which is a mere 20$ a year. Not only that but these fishermen will also be eligible to buoy fish, that alone is nonsense. How can someone be eligible to set out 10buoys for swordfish without even having a directed permit. This is a truly unfair management plan, hurting the guys who have paid huge money for permits. This is not a fair implementation, its going to create a grey area for recreational fishermen guys that don't depend on money to survive. I don't mind the General Category concept if across the Atlantic the limit was set to 1 or 2 fish, but 3 up here in the NE and even 1 in florida is going to create issues as well as lower ex vessel prices. I understand if it was 1 fish across the coast but definitely not 3 and definitely no use of buoy gear. That should be a swordfish directed gear use only, not a general category gear.
