This permit seeks to fundamentally effect the balance of the worlds oceans and its natural habit. I wish, therefore, to demand that you do not award the navy this permit, which seeks to commit devastation which will have consequences well beyond the the USA oceanic jurisdiction. Request the application by the US Navy be denied.
