this comment is for sne winter flounders, we need to create a seperate permit for sne flounders and manage it completely out of the mix of new england, we fish off new jersey and are fish are more of a resident type. it would work more effiecntly if we went on a daily trip limit of 500 or 1000 lb and do away with the differential counting east of the 72 30 line. we used to have a very good fishery and these fish are abundant now i would hate to have large discards because of a regulation. i personaly have fished for sne blackbacks for 30 plus years and its about time to manage them sensably the trip limits are a good way to do that
