under the fishery act,
Sec 306 State Jurisdiction: nothing in this act shall be construed as diminishing the jurisdiction of any State within its boundaries.
99-659 also define the EEZ from State waters out, not in.
If NOAA or NFMS wants to manage States Waters, then the Sec of Commerce must grant them this authority and that authority has not been granted.
Dr Crabtree at the NMFS along with NOAA are out of control and need to be fired.
