I am writing to support approval of Herring Amendment 5. I fish primarily for Bluefin tuna and striped bass around Cape cod and stellwagen Bank, commercially. I have personally seen substantial discard of striped bass, associated with herring trawling, east of Chatham Ma. and many thousands of pounds of dogfish discards from herring tows , and haulback 12 miles east of marshfield Ma. during summer of 2011. In the relatively shallow zone areas near the coast there are numerous species associated with the herring prey wherever they are in the water column, day and night. there are also a variety of other types of herring that we catch in Mass. Bay( razor bellies,river herring, ) that are impacted by inshore pair trawls. Putnam maclean
