public comment on 2007 0844 - prohibit all discharge of any size ship into th water. the time for putting feces, etc, into the water without sending it to a sewage facility should be over. the human pond scum who behave like this are just gettign away with harmful practices that harm all americans. it is time to put an end to this bilge delivery into the ocean, which then becomes a cesspool. i see no reason to continue to allow people rich enough to own any boat to act like a sewer.
