public comment on filthy vessel discharge within a marine sanctuary. it is time that all vessels start dischargingin into pumping stations on land. it is quite clear that we cannot continue to allow boats to operate as if the ocean is a giant sewer or cesspool. the filthy habits of the rich yachts behave irresponsibly toward the rest of us who want a clean ocean. it i s time that every single boat leavint port has a place to hold all waste and that that waste must be deposited on land, not in making the ocean a cesspool. that needs to be stopped.
