I believe that NOAA should definitely be able to regulate the species in Monaray bay as long as they are only getting rid of harmful species. Otherwise the bay will not longer be naturally created. For example, the recent epidemic of Caulerpa Taxifolia could be potentially devastating to an area such as this. Therefore, NOAA should be able to remove species such as this, which would harm the bay's natural species. Essentially, NOAA should only prevent harmful species from destroying this habitat but should not remove a species just because it is only harming one other organism. This is disrupting the natural flow of energy and the natural competition that already exists in this environment.
