As a seaplane pilot, I gain a lot of pleasure flying in the coastal environment. In so doing, I try hard to respect the concerns and issues of other users (human and animal) of the space. I understand the desire (even need) to extend protection of marine habitat areas, and support so doing under well-reasoned scientific bases.
However, I suggest that all such promulgated restrictions should only be enforceable if they are also incorporated on the relevant (VFR sectional) chats, and communicated in such a way that providers of electronic navigation data packages (Garmin, Foreflight, etc) can also identify the restricted areas.
Also, I believe that any penalties for violation should be clearly defined, rather than "unspecified".
