Flower Garden Banks National Marine Sanctuary Regulations

To expand the Flower Gardens NMS to over 10 times it's current size, and then ban bottom fishing, is taking away public rights and traditional use of these areas. I am against further restrictions on public use of these public areas. There is no inforcement of exisiting rules on the exisiting areas! Leave the size and current rules in place.
