"Within the past few days I signed the following petition on this same issue http://www.petition2congress.com/9133/prohibit-military-sonar-seismic-testing-harming-marine-mammals/act/ My reason for signing that petition focused on the inability of the responsible party, NOAA, to provide protection for species under the Marine Mammal Protection Act. Seeing that NOAA is unable to adequately meet that responsibility we only have you as our elected representatives to intervene. On this petition NOAA has eliminated the ability of the general public to make comments & totally rely on those having specific backgrounds or expertize. Our democracy was founded on inclusion and not exclusion & what NOAA is doing is effectively excluding us from this process. When our fundamental rights have been violated again it is the responsibility of you as elected officials to fairly arbitrate." Request the application by the US Navy be denied.
