This expansion to include Larsen's Cove is without merit or need. The cove is naturally sheltered and protected by its location, and the only protection it needs is for current laws and regulations regarding marine conservation and protection to be enforced.
No special treatment is required. There is no need for additional government control and regulation. In fact, nothing I've read so far from NOAA or the Territorial agencies supporting this expansion indicates a critical need, as the Territory's various bays and inlets are almost all very low impact.
I would suggest that NOAA look toward the north shore of the island which is mostly uninhabited for reefs to use in their "research" and "conservation" efforts. And I would suggest that changes to the regulations governing the sanctuaries that affect access to the resources in the sanctuaries be submitted as items on the ballot during the elections in the host district of the areas affected. NOAA and the Territorial government should not usurp the power to decide for the villages and the residents any more as we've already given them the authority to enforce existing laws and statutes governing the conservation and preservation of our reefs and marine wildlife.
