Several comments. First, close the marine sanctuary to all commercial fishing activies within 2 miles from US 1. The term sanctuary infers some sort of reprieve for species. At a minimum, this allows juvenile species the opportunity to grow with less disruption. In addition, todays technology and charting software makes this a very easy requirement on those that would be impacted.
Second, require commercial lobster and crab traps to be removed before tropical storms and hurricanes. Utilize the NOAA weather warning system to advise those affected by this restriction. Normally, several days or sometimes weeks notice are provided before a storm arrives which provides ample time to remove traps.
Third, while outside Sanctuary boundaries, do whatever is necessary to manage the Florida reef tract in Miami dade, Broward and West Palm Counties since it is an extension of the same reef tract and makes ecological sense.
