This isn't specific to the Florida Keys Marine Sanctuary, but considering the number of boats you have down here, the insurance rates, due to the amount of accidents you see every year, and just in general the genius moves you see on the water on a daily basis, there REALLY needs to be a mandatory boat license and/or a mandatory classroom session before someone with no experience at all is allowed to rent a boat or a PWC, and just hop behind the wheel. The behavior you see displayed by many of this people is often a danger not only to the environment, but also to everyone on the water. Traveling at unsafe high speeds, while using every fixed object as a slalom pole is a prime example.
