Sanctuary management needs to work closely with NMFS to protect spawning aggregations of commercially important species of fish within the Sanctuary. It's disgusting to see the commercial boats sitting on spawning sites targeting fish while they are in the act of creating more fish. Seasonal closures of spawning grounds need to be enacted to protect these species when they aggregate and are most vulnerable to predation by humans. Fisherman cannot be relied upon to protect their own livlihood, therefore government must step in and perform the task for them
One need look no further than the success story of Riley's Hump (Tortugas Ecological Reserve - South) to gain an understanding that complete protection results in an enhanced population of the important species of fish that spawn there, including Mutton snapper and Black Grouper. Although Florida has an excellent system of MPA's, more needs to happen specifically to protect the spawning fish.
