October 8, 2007 Attn: Lee Dickinson, Special Park Uses Program Manager National Park Service Washington, DC 20240 Re: Making Motion Pictures, Television Productions, Soundtracks or Taking Still Photographs on Certain Areas under the Jurisdiction of the Department of the Interior Dear Sir/Madam: I believe that the proposed regulation on filming and still photography on Federal lands is commendable. It is imperative that an industry which produces such enormous environmental externalities be charged for their usage of protected areas. Standardizing the issuing of permits and collection of fees across DOI agencies will reduce confusion within the filming and photography industry. Additionally, this proposed regulation will increase revenue collected by DOI agencies, possibly providing funds to enhance other services provided on Federal lands. Please keep in mind, however, that it is crucial that site managers receive a detailed training of the factors to be taken into account when evaluating a permit application. The success of this program at standardizing the issuing of permits, location fees, and cost recovery reimbursements depends on enforcement by the individual managers of Federal lands. Please consider a program for educating site managers of their increased responsibilities under this regulation. Managers should be trained to identify potential forms of pollution that at times may not be blatantly obvious, such as noise, light, and some forms of air pollution, to avoid the exploitation of natural resources within Federal lands. Thank you again for the time and energy that you have dedicated to the creation of this rule.
