I think you should clarify what you mean by the term "restrained on leash" in section 7.97. I often see people walking a dog in a no-leash area, and the leash is trailing on the ground. When you say to them, "Your dog is supposed to be on the leash in this area." They reply, "My dog is on the leash." They are complying with the letter of the law, but not the spirit. Needless to say, this is a stupid and dangerous (to the dog) practice, but I see it all the time. I suggest you clarify that the dog must be attached to the leash, and the person must be holding the leash in a way that maintains control over the dog. Other than that, I would like to say that I fully support the idea of restricting the activities of dogs and dog walkers to preserve and protect endangered species.
