I wholeheartedly support the GGNRA in their desire to propose and impletment a
rule to provide temporary protection for the Western Snowy Plover under the
Endangered Species Act in the areas of the Wildlife Protection Areas at Crissy
Field and Ocean Beach.
While the rule addresses the control of off leash dog activity in these two areas
until the Dog Management Plan/EIS can be completed, it will allow dogs on leash
in these areas.
I am opposed to allowing dogs, on or off leash, in the Wildlife Protection Zones as
the National Park Service does not have the ability to patrol these levels and
protect the areas at the level at which enforecement will be required.
