The proposed rule, granting 70% of the inaugural route to the public is insufficient and violates the spirit of the recent federal court ruling on this issue. The public should have unfettered access to a minimum of 90% of the entire route of the inaugural parade or other similar type events. In addition, a minimum of 50% of the areas (sidewalks,lawns, etc) immediately adjacent to both the White House and Congress should also be available without reservation to the public. At most, 10% of the route should be reserved for organized political organizations such as the PIC, the Armed Forces Inaugural Committee, and the Architect of the Capitol or the Joint Congressional Committee on Inaugural Ceremonies. These organizations, while important to the inaugural, do not outweigh the public's interest in witnessing the political process. The government belongs to ALL of the people, not just VIPs and politically connected or favored individuals. These citizens naturally deserve the same access to the inaugural parade but they should be compelled to participate and observe as citizens, not as favored patrons.
