Alternative 2 is best considering the other alternative, but the limits are way too restrictive. You should not set any limit until you can prove some type of impairment. The Park Service is so incompetent they will never get it rght. This is yet another example of Park Service bureaucrats setting policy that violates the public's rights to access. They just pull numbers out of the air and then try to validate their decision. You can't eliminate the enjoyment of the current generation as an excuse to protect for future generations or you will eliminate all use current and future.
