With only a 30-day public comment period allowed for public comment when an NPS unit places notification of proposed park-specific new bicycle regulations in the public record, parks should be required to provide the opportunity for individuals and groups interested in such new regulations to sign up ahead of time to a contact list. The park unit should then be required to contact list members about the proposed new regulations on the date that those proposed regulations become part of the public record. Email notification should take place on that date, and notifications made by USPS mail should be mailed on that date or as soon as possible thereafter. Thank you.
