I have reviewed the change and agree with the bulk of the new material. I would like to suggest that in Table 1-A (e), including Footnote 2, that the fines for medical institutions (particularly nonprofit entities) only serves to increase health care costs. Consider not raising this, since it is not part of the mandated increases. Thank you for your consideration.
