The Minnesota Homeland Security and Emergency Management agency generally support the overall rule making.
We feel strongly that language for pre-planning of shipments and security escorts are important.
The pre-shipment planning is important and the language should be strengthened to ensure licensees are required to pre-plan and coordinate with local, state and tribal agencies well in advance of any shipments.
The language should also be strengthened to ensure the shortest most direct route is used for all shipments and that avoidance of states with fees for transportation of radioactive materials is prohibited.
In the draft report for comment on page 18 section 2.5 where it states the NRC requires that licensees make arrangements with LLEA for their response to an emergency…, language should be add to say State and Local LLEA. It’s important that state and local LLEA are involved and not just local or state LLEAs.
In section 2.6 we support the language on armed escorts and feel that it is important that the licensees understand their responsibility to provide armed escorts.
