I have reviewed the requested changes that are a part of the petition filed as such I feel the NRC should not make any change to existing regulations that would remove any requirement for a license. The existing license requirement does not create an unfair burden to the petition and has been in place for some time. Therefore I oppose the petition as submitted and implore the NRC to deny.
