I see several situations:
1. Minor spills within the plant during operations should probably be cleaned up to free releasable levels if the spills are not in a high radiation dose area (say within containment - which is generally off limits during operation).
2. Major spills within the plant should be cleaned up to free releasable levels as soon as safe access is possible (plant scheduled shutdown).
3. Minor spills that are already in a high radiation dose area will probably be candidates for delayed cleanup based on a cost-benefit and dose/benefit analysis.
4. Minor or major spills outside of buildings which could contaminate soil and groundwater from precipitation should be cleaned up to free-releasable levels.
