My name is Hazel Bonner and I am a member of the Prairie Hills Audubon Society. I have a particular concern about the Dewey-Burdock In Situ Leach mining facility located in Custer and Fall River Counties in South Dakota. I am particularly concerned about environmental justice and the effects of in situ leach mining in our area, or in truth anywhere in this country or for a fact anywhere in the world. My major concern about this project is the type of facility and the potential impact it will have on our environment. I am a volunteer at North Middle School and at the Outdoor Campus West. I am 69 years old. I do not believe that the time is right because the SEIS did not contain enough information and needs to be fully expanded to cover major impacts of this type of facility. Especially the full impact of an ISL mining facility here in the Black Hills, especially on our wildlife, but also on our people. The Black Hills is sacred to Native Americans and its impacts on them is a primary concern, but especially on the wildlife and sacred sites. My grandchildren and great grandchildren deserve the beauty of the Black Hills and surrounding areas, just as we currenly have access to. Another major concern I have is the impact of flooding on the project facilities. I lived through the major Black Hills flood in 1972, with my car being one of more than 5,000 destroyed. The impact of overland flooding is common in both Custer and Fall River Counties. The SEIS did not look clearly enough at this major negative impact. There are many more negative impacts not sited in the SEIS especially for our environment and for Natives who live in or near the area. We must protect our environment for their and our own benefit.
