Allowing Southern California Edison to restart SONGS unit 2 before a full investigation has been completed and design flaws to the broken steam converters have been fully fixed would be the most irresponsible decision the Nuclear Regulatory Commission has ever made. It would put the lives of millions of Southern California residents at risk, and only perpetuates the NRC's reputation as a servant of the nuclear utilities instead of the American people. Studies conducted to date clearly show that SCE and its consultants lied to the NRC about the extent of the changes made in the replacement steam converters in order to extract more energy from the reactors and to avoid a full NRC review of those changes. Those major redesigns results in replacement steam generators that cannot operate without tearing holes in the steam tubes, which results in radioactive steam escaping into the air over Southern California. The idea of restarting unit to before replacing the clearly defective steam generators, without a more extensive investigation, is plain stupid and irresponsible on the part of NRC staff and the Commissioners will be held responsible when more radioactive steam is injected into the air by the broken steam generators. Allowing SONGS 2 to restart would be a woeful abuse of NRC discretion. Hopefully the NRC Commissioners and NRC staff will go to jail if lives are put at risk.
