Dear Honorable Secretary Vilsack, I am a small landowner/conservationist whose land can benefit from the Wildlfe Habitat Incentive Program. Your WHIP program indicates: "Applicant means a person, legal entity or joint operation that has an interest in an agricultural operation, as defined in 7 CFR part 1400, who has requested in writing to participate in WHIP." I urge you to expand your WHIP Program to include landowners like me who are not active farmers but are active conservationists who wish to have their land preserved and maintained according to Best Practices engendered by your Wildlife Habitat Incentive Program goals.
