I have read the proposed rule for further enforcement of the hiring priority for veterans applying for or seeking employment with federal contractors. I am a Local Veteran Employment Representative and my 20 years of experience has found that federal contractors make little or no effort to contact local state employment agencies to identify veterans that might be seeking employment. If I had one major recommendation is to require federal government contractors list their employment opportunities "direct" with state employment agencies. Presently, here in California that will list with VetJobsJobCentral that will eventually filter into state job systems. I work very closely with the federal contractintg office at Beale AFB Calif but get very little cooperation with base contractors. I do receive some contract award letters for Beale and I mail letter to these contractors offering my assistance with their recruiting of veterans. To date, over a 10 year period, I have received no response from these contractors. Any type of change or enforcement of the present rules would be an improvement.
